It sounds like your internet connection is down or has intermitent connectivity. You need to call your DSL supplier and see if they are having problems. They can test your connection.

If your "modem" is a "combination" device, namely a modem and a wireless router, then you need to connect to it, to define:
* SSID -- the "name" for your wireless network
* encryption-level -- use 'WPA', not 'WEP'
* password for your network.
Then, on your wireless device (iPod Touch? laptop?) use the SSID/password to connect.
If your modem is "just" a modem, then you need a separate wireless-router, which must be configured, as above.

Ok, (I am assuming you run windows here)
In the start menu, open "run" (or hit windows key + R)
in the run box type "cmd" and hit enter
in the black window that pops up type "ipconfig" and hit enter
now providing you are connected to the router, the address listed as "default gateway" is the one you will need to put into the browser to access its configuration.
If you dont know the password then you'll need to reset it. The reset button resets the router to its factory default settings. It's really there for if you forget the password into the router you can reset it and set it up from scratch again. Beware of this button because you will have to set the router up again if you press it - including your broadband username and password which most people have long forgotten and lost the documentation for!
