Spark plug gets wet because it's running too cold. Loosen plug and retighten only tight enough so it doesn't loosen from vibrations. Just a tad beyond hand tight is enough. This way the spark plugs heat is not dissipated to the cylinder head and run much hotter burning away any excess fuel deposits.

At the least drain the fuel in the carburetor, I think there is a drain line and plug for this specific purpose.

Firstly,you seem to have a good grounding in basic mechanic's ,so be brave and just "do it! You certainly cant make it any worse,can you? ALL THE BEST!!

take spark plug out and rotate engine till piston reaches the top of its stroke ! use a thin type of rod to feel when this happens and then look at flywheel and you will see the tdc mark line up to marker on casing !

i have had to repair one of these with the same problem and the main problem with all Chinese scooters is the electrics first thing see if you have a spark first if you have a spark then it could be your carburetor other than that its your electrics what i had to do was take the scooter apart chop all the junction blocks off the wiring loom the match the colour codes together and solder the wires together i know that sound a bit extreme but it makes it more reliable but look for a spark first

You don't have to remove the tyre completely ,you just need to break the bead seal on the side of the rim where the valve is situated, why do you want to replace the valve may I ask>
