Connectivity issues, modem light off and strange behavior.

well what I'm thinking here is that, the reason that this one PC is Still Connected with a new IP address, is that it is Prob Connecting to some other Connection outside your Home, maybe some other open wireless Connection, in your Neighborhood, you might want to check on that if you don't know how let me know and I will instruct you how)
next first of all make sure that you are getting power to the router, and if you are, then on a PC that is wired Directly to the Router, follow these directions;
1. depending on what windows operating system your using go to your control panel
2. find an icon called network connections and click on it so it opens
3.when it opens find an item that says LAN OR HIGH SPEED INTERNET, under that will be a icon listed that will indicate local or lan connection-right click on it and you will get a drop down menu, on that menu right click on properties.
4.under where it states; THE CONNECTION USES THE FOLLOWING ITEMS, find an item that says '''INTERNET PROTOCOL'"' AND LEFT CLICK ON IT ONCE just to highlight it. then find the button that says PROPERTIES and click on it.
5. you will get another box that pops up, in this box is where we are going to enter all your ROUTER INFORMATION,
6.IN THE BOX CLICK ON USE THE FOLLOWING IP ADDRESS. then in the IP address field put in this address;
192.168.1.55
the above address will be your PC address.
IN THE SUBNET MASK FIELD PUT IN;
255.255.255.0
IN THE DEFAULT GATEWAY FIELD ENTER IN;
192.168.1.1
now under that you will find an item called;
USE THE FOLLOWING DNS SERVER ADDRESS;
and the next item under that is;
PREFERRED DNS SERVER; in this field enter in;
192.168.1.1
and under that you will find an item called;
ALTERNET DNS SERVER; and in that field enter in
192.168.1.2
after your done with that on the bottom of this box and the bottom of the box thats under the one that your on click on OK, AN THEN CLICK ON OK AGAIN, this will close both boxes.
7. now X out of everything that you have open till you see just your desktop.
8.open up internet explorer, and in the address field, type in
192.168.1.1
and click on enter, now this should bring up your router's page, and from there you should be able to configure every item an PC that is connected to your router,
