Your 3ds is looking for a wireless signal such as one generated from a wireless router. It should detect a signal if there is one. If you have the password, then program it in the internet settings.

In the HOME Menu, go to SYSTEM SETTINGS. Tap on INTERNET SETTINGS. Tap NEW CONNECTION. You can follow the tutorial or choose to set a connection up Manual setup SEARCH FOR ACCESS POINT. Your Nintendo 3DS will search for your wireless connection and a list of available access points will appear. Find yours in the list and tap it. If your Access Point is password-protected, please enter the security key using the on-screen keyboard. Your connection settings will be saved and the system will automatically test if you are properly connected to your access point and to the Internet.

The serial number may also be posted underneath the battery. This is the case for the 3ds. I not quite sure with the dsi.

Go to Nintendo.com. Search through support menu and go to parental lock. There is a link to reset the pin. You would pay $0.50 and they will send a reset code via email. I have also called Nintendo help line for a reset code.
