The light indicates that there is a disconnected item on the motherboard. Service it with Nintendo , it's the only way!

Try holding down the power button for a minute and this should turn it off so the blue light gos off, then you can press the button again it should come on properly.

The 3ds doesn't support Flashplayer of any kind. The internet browser is a specialized Netfront program that uses html5. No way to put on flash without a significant hack that does not yet exist.

It's dirt that wedged itself between the underside of the plastic "up" button and the circuit board receiver button. You have to take it apart and clean it.
