Why doesn't it turn on?
Batteries installed correctly?
Batteries are fully charged? Even new batteries might not be, if they are rechargeable. It is also possible, although rare, that new alkaline batteries might be bad. Try replacing the batteries. You don't need any special software.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.

More sophisticated (and larger and heavier and more expensive) DSLRs alleviate the problem by throwing more hardware at it.You can reduce the shutter lag by anticipating the action. Press the shutter release button halfway to make the camera focus and meter. Then, when the action peaks, press the shutter release button the rest of the way to take the picture.
