Its not unheard of depending on the age of the watch (you say you purchased it 16 months ago but it could be a 15 year old watch.) If it was a new Rolex watch you have a 5 year warranty, so it should cost you nothing. If it was a pre-owned Rolex you should have received a warranty from your jeweler, most of those are 2 years. If this is a watch with value, and one you will either hand down or at some point resell then sending an older watch to Rolex is the proper direction - save all the repair documents, with the original receipt and the box. A Rolex Explorer II in good condition in US is about $5k, so $380 for a repair, though high, is worth it. I would recommend that if you do send it to Rolex for this repair and it is an older watch have it serviced too. The watch is returned to you in perfect condition with fill documentation.
Lastly, you need not to send it to Rolex at all. Any good watchmaker/repair jeweler can do this for less than $380US.

Makes the whole operation sound super impressive. Let me tell you about my attempt to buy a Rolex. I tried on several as I originally thought I wanted a certain size, metal, etc. and found that I liked something else altogether when I got into a store. Well guess what, the very watch I wanted to buy stopped working while I had it on! The saleswoman and the manager could not wind it and make it work. All that impressive attention to detail and the thing stops working before I even pay for it(and thank goodness I didn't). This was at an authorized dealer too.

Take it to any Rolex re-seller that offers repair or to any good timepiece service center. If its a vintage piece i would recommend sending it to Rolex, paying the extra cost to receive the watch with full Rolex repair documents and service history.
