It's a fail safe to save other board inside your set from stray voltage. The error LED code says your PSB Power Supply board has some blown capacitors on it. First try a hard reset by unplugging the set for 4-6 hours. If that doesn't work you need to remove the pack panel and look for the Blown caps on the PSB. Caps should be completely flat (X) top view. Not puffed or bulged. Radio shack harbor freight for a soldering kit with flux and some new thru-hole caps about 2v above your current cap rating. Get them too big and you risk them exploding and they are hard to seat.

Power Failure
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power led, by switching On & OFF the set, for at least two times. I have an aspire one laptop and a video convertor.
Are you connecting the svga out of the laptop to hdmi of tv via a converter? This set should have an svga input on it. try connecting this directly to svga on computer. Computers and converters and hdmi inputs on tvs are always a challenge. Newer laptops have hdmi outputs on them and are seem to work better.

Image does not fit screen.
Change the aspect ratio of the picture by entering the picture adjustment menu. Refer it user manual for more details.
