Try This:

    • 1 Unplug all cables from the router except the power cable. Power on the router.
    • 2 Locate the reset button. This is typically a small hole marked "Reset."
    • 3 Insert the straightened end of a paper clip or the point of a ballpoint pen into the hole. Press and hold for about 10 seconds. Lights will blink, indicating that the unit is rebooting.
    • 4 Refer to your user's guide and follow instructions on setting up a new router.

If your router/network is BT and you accepted to be "a hot spot", others can access your router/wifi, but only a reserved small limit of the bandwidth, and not your password protected part. They certainly can not see or access any of your data being sent or received.
If you have not agreed to being a hot spot, or it is not BT network, it is unlikely that anyone else, with or without an extender can access your router, providing the password is strong enough. Even if they access the router via ip addresses, settings should be protected by your access admin password.

1) How are you powering your laptop?
You did not explain.
Is it plugged into an AC outlet, or is it on battery power.

If AC, is it running through a "surge protector" or power strip?
Is everything else connected to that power strip working?

If battery powered, have you charged the battery for a long time through a reliable source, such as an AC battery charger?

Has the laptop had a spill, been dropped, a hard drive exchange, etc?
