Pressing L/O on my BC60xlt does not remove lock
To restore all locked out channels press MANUAL to stop scanning, then press L/O - and hold the key in for at least 2 seconds.
If a channel is showing all zeroes (000.0000), the only way to remove the lockout on it is to program a frequency into that channel.

I need instructions on how to program frequencies
There are two versions of the BC60XLT. The BC60XLT (two digit display) and the BC60XLT-1 (full display). Both of these cover 10 bands, but the two digit display model has 10 channels where the full display version has 30 channels.

Not getting any power
Ok, are the batteries fresh? Did you make sure they are installed correctly? Have you tried an AC adapter plugged into the side of the unit? This bypasses the battery compartment and may work, indicating the problem area is within the battery compartment and or its wiring. I'd take it to radio shack and see if they will give a quick opinion, mabye letting you try a charger before you buy. Also, if nothing works, Radio Shack repairs Their scanners, often for a very reasonable price. been there, done that. Bst of luck!

Have l/o for all channels. but can't get them
To unlock a channel, power the scanner ON, then press MAN, the channel number, MAN again, and then L/O. Lockout will also show if no frequency is programmed into a channel, and programming a frequency will automatically release the lockout.

Follow the link below to download/print the manual for your scanner. You may or may not be able to hear the services you mentioned using this scanner due to its limited frequency coverage. Many public service agencies now transmit in the 800MHz range, and many have upgraded to trunked and even digital radio systems. I cannot find any reference to PCH LOCK, but an educated guess would be that it means all programmed channels are locked out. If none of the 10 channels contain programmed frequencies, displays will show 000.0000MHz, and all channels will be locked out. Programming a frequency into any channel should override the lockout. On the other hand, the message could indicate that this old scanner is tired and in need of replacement. Here's the link to your manual:
