With the cabling, I would go ahead and try to unplug the cable from the back of the receiver then replug them. Sometimes, if you have had a power surge, it can go through your cables, and cause them to no longer work, giving you the snowy screen, so if none of these steps work, I would try to replace that cable. Hope this helps!!!!

Proceedings
- Press and hold the SETUP button until the red indicator stays on, then release the SETUP button.
- Press and release the desired Mode button (TV, VCR, etc.). The red indicator blinks, then stays lit.
- Enter the 4 digit code from the code tables. Note: after a valid code entry, the red indicator turns off. For an invalid code, the red indicator flashes.
- With your device on, press CHANNEL UP. If the device responds, no further programming is required. Note: If some buttons do not operate your device, try one of the other codes for your brand.

I have a rca tv model #F31317 it's less then 5 yrs
Most likely you have a bad highvoltage transformer and possibly a shorted horizontal output transistor. The transistor can be checked with a volt/ohm meter. Check collector to base. It should be over 1000 ohms. The transformer can be tested for inductance with an inductance meter or "ringer". One or both of these can cause the problem you described.

this symptom is characterised by the loss of one or two primary colours. this symptom can be classified into three cases: 1) loss of red colour, 2) loss of colour blue,3) loss of green color. this symptom may be caused by a trouble in the colour demodulator, in the color amplifier or in the colour subtraction amplifier circuit. in your case loss of blue colour. this is a very complicated problem that you need some special test equipment like oscilloscope and color pattern generator in order to trace the signal. tune the receiver to a color broadcast station(a colour bar generator can be used to transmit a colour signal to the set). check the Z-axis demodulator, z-axis amplifier and the B-Y output circuit for the chroma signal. observe the signal process with an oscilloscope. if the color signal is not present use a VOM to locate the defective component in any of the above circuits. check the transistors and the resistors in the collector circuit. good luck!
I plugged the cable wire
Well, first to trouble shoot the easy parts
Try a different cable, and also try a different tv at that spot with that cable and see if either fixes the problem. If not then either the signal is bad or you most likely have a part in the tv needing replacement which requires more troubleshooting
Please post the results of the two tests first

TV gets all channels, except 2-6
In most cases when you set your menu ("tuner section") to cable, the tv will pick up all channels, but if you set it to "off air" or "antenna" (or whatever the other choice is labeled), then the tv will only go up to about channel 50 or 60. Are you using cable, dish, or an antenna on top of your house. If using cable or dish, then go into the menu on your tv and set the tuner to "cable". I am pretty certain that your tuner is NOT currently set on "cable" and that also there are no local "off air" channels in your area on 2 thru 6, therefore, you see snow on these channels. I have repaired hundreds of tv's and I feel very strongly that your problem is in your menu.

Don't mistake hissing sound with a possible high pitched squeal. You probably have a shorted horizontal output transistor. Take it to a service center to be looked at by a professional.

The problem at the RGB section at the CRT board maybe crack soldered. try to resoldered all parts around at the CRT board

There is much more likely wrong with the TV. Resistor don't normally burn out with help, say, without a failing flyback transformer and possibly taking a transistor or two with it.

I need some help please
The unit is in shutdown (There is a failure in the unit). Repair should be rather inexpensive if take to a repair facility (I'd guess about $80.00 depending on labor rates in your area). And most will give you an estimate for very little ($20-40)
No power and squealing!
There is going to be a wire that is connected to the back of the tube. The item that wire comes from (Flyback Transformer) needs to be replaced. Also, the HOT (Horizontal Output Transistor) is likely bad as well. It'll be a 3 pin unit connected to a heat sync around the Flyback.
RCA F31317 Model - Very strange problems
Sounds to me like there is an issue in the control circuit, and quite possibly the micro itself. If you have issue with both the remote and buttons I am thinking a microprocessor issue since they normally enter the micro at different locations and therefore would not have a single component cause a failure across both of them (Except the micro of course)
Best option may be a service center.
No blue color on screen
Check for an open R15103 on the CRT drive board. It may have been one of those discolored ones you noticed. I think it is a 10,000 ohm 2 watt resistor. You may want to replace R15101 and R15102 at the same time to prevent those from going out as well if the 15103 resistor measures open after you remove it from the neck board.
