My Samsung DVD-V3500 keeps poping
There would likely be a short-circuit in the power supply causing the fuse to continually blow each time it is replaced. Either a faulty IC regulator, and/or several electrolytic capacitors, and/or leaky/short-circuit diodes. This would require attention by an authorised service centre, but it could be expensive (this cannot be repaired by the consumer as some of the components inside are virtually impossible to obtain off the shelf).
Nevertheless, you can submit the unit to a workshop, obtain a quote on the repair cost(s), and a second opinion about the unit itself, before going further. This allows you to make a decision on the information provided by the service technician at the time. Up to you.
As I have mentioned before, Samsung has a habit of using unusual parts in their switchmode power supplies; these parts are often of a strange value or voltage rating, and are unobtainable off the shelf to the public - hence the workshop suggestion above. The PSU may require modification or replacement, but this can only be determined by a technician.

The manual for my DVD-V3500
In short, no. Not with this unit on its own. No function for recording from or copying to DVDs exists with this brand/model.
A separate DVD recorder is required. I don't know of anyone who records DVDs to tape these days.
You are correct; the manual states clearly you cannot record from the DVD deck in this machine, which is a bit unusual, considering other brands of combos such as LG, SONY and PANASONIC offered an input (which was between channels or could be selected via remote) to allow DVD to VHS recording within the one unit.
I would presume you can connect this combo to the input of a DVD recorder, play a videotape and it will work via cables. DVDs last longer than tapes anyway.

I forgot the password to
If you forgot your password, press power on from a cold start
with no disc in the unit. Press the REW and F.F buttons
simultaneously on the front panel for 5 seconds. The "reset ok"
message will appear. Press the POWER button and the
DVD-VCR will go to the "Auto Setup" mode. (See page 13)

I turned the DVD player off last night and this
it is possible that the power supply unit in the DVD has failed. You will need to open and ccheck, the fuse might be open and if a new fuse blows out then the SMPS unit is faulty.
Possible that the Sm driver IC /driver has failed. Possible also for allied components to have failed.
Or else you can change with a new unit.

I can not play region
a. Start the DVD with no disc.
b. Wait for "no disc" message on the screen.
c. use the remote for the following steps:
1. Click the Repeat button.
2. Click the Fast Rewind button.
3. Click the Next Chapter button.
4. Click the Fast Forward button.
5. Click the Prev Chapter button.
6. Click the Play button.
d. If you did it right, a grid of numbers will appear on the screen, some of them highlighted some not.
e. Write down the higlighted numbers in case you need to restore original settings.
f. For region #1 the numbers are: 3,8,19,21,22,24
For region #2 the numbers are: 2,8,19,21,22,24
g. Save the new settings as instructed below the grid.
h. THe DVD will automatically turn itself off.
i. Start and enjoy.
If this code does not work then the manufacture changed the software and there is not a code for it.

VCR tape stuck in VCR
One way is to take off the cover of the unit so that you can see where the tape is hung up and help push the tape out. (One of two problems are usually involved: the cassette cover isn't closing down evenly (a high corner blocking the travel path) or a loop of the tape blocking the cover closing.)
On my VCR unit it was ~4 screws on the back that held the cover in place. (That was VCR only. There might be a few more screws in the larger unit.)
