So long as the old sim card was not damaged and that the new phone is either on the same network or is sim free it should just work after you have fitted it to the new phone.
Check your phone's setting if it's on maximum volume. Actually you can change your ringtone or edit it with an audio editor, increasing the natural volume. Some ringrones are recorded at a very low volume.

Is Google Play store the app that isn't working?
Go to Settings > Apps > All and locate the app you are having an issue with and then clear the app data. Reboot and try again.

The Motorola XPR 7550 can be programmed by using the RJ11 port in the back of the Motorola Impres Charger WPLN4243A. The WPLN4243A charger has a built-in interface that allows you to program your radio using the Motorola CPS software. This is done by connecting the charger to a computer via the USB cable, and then connecting the radio to the charger using the RJ11 programming cable. Once connected, the radio can be programmed and its firmware can be updated using the CPS software. It's important to note that the CPS software is not included with the charger and must be purchased separately. It's also important that you have the right version of CPS software that corresponds with your radio's firmware version.

Google found a link to fixing call barring for the Motorola G8 Power Lite, https://deviceguides.vodafone.co.uk/motorola/moto-g8-power-lite-android-9-0/calls-and-contacts/turn-call-barring-on-or-off/ . From the home screen, press the phone icon. Press the menu icon. Call barring is under Settings > Calling Accounts > the name/id of the SIM card > Call Barring. Select Turn On or Turn Off. You will be prompted to enter a PIN. (A default PIN is given in the document above; advance through the pages.) Then press the Turn On or Turn Off button.
On other Moto devices, you need to press options and then Settings. Then skip the SIM ID step.
