Shine a flashlight into it and see if you can see a picture? If you can it is a problem with the LEDs. It is a low budget set (despite being Smart and 4K) and not worth spending a lot of money on. Hopefully out television expert @Larry will be along soon. Search this site for Hisense, question answered within the last two weeks.

The LED strips, replace all of them not just the bad ones as most likely only one is defective but if all aren't replaced you will be back where you started in a few weeks to months

The back light and the LED and the screen went bad and should be replaced.

Any of the things you mentioned can cause the set to not power up, start by testing the power standby voltage, if its around 3.5 volts check the power on command from the main, if it's missing replace the main, if it looks ok (around 3.3 vdc) test the other power supply voltages, this set should be easy to troubleshoot.

I agree with you Gerald, changing the strips involves removing the panel and on a set of this size that can be an issue unless someone has the proper handling equipment and uses static precautions but taking it for repair will run more than it's worth as most places charge from $2 to $2.50 an inch for labor, total cost would be about 2/3 the cost of a new set but if a person can do it themselves the strips only run about $75.

Is it new to you? Do you have something attached to it to provide a signal, cable box, digital box, rabbit ears, DVD? Have you scrolled the 'Source / Input' button on the remote?

best is buy LG or Samsung TV not china cheap junk.(alibaba_gone wrong) gee send it back for a refund, PRONTO. your "same hardware" is 100% false. !!! yes it had junk LED, there, pure trash, seen many . the TV will never be better than its parts quality. and support and warranty and spare parts and has real service manual. quality is NEVER FREE. Hisense only has 10 blink codes, on most brands they're helpful but not as much on Hisense, in 9 out of 10 sets it turns out being backlights, we've had sets before in our shop where an image wasn't visible, but it still turned out being bad lamp strips. Power boards are a bit different on Hisense sets as loss of backlights can put the set in sleep mode leaving only the standby voltage. Best way to troubleshoot the set would be with a backlight tester

This will be a main board issue, replace the board and the set will work like it's supposed to. I would take another TV and run a channel scan and be sure your antenna is picking up the channels before ordering a main

It won't be an issue finding the part but generally they don't fail on their own, not saying I've never seen it happen but of the thousands of TV's my shop repairs in a year I can count on one hand when it's just the opto. Generally, it's a part or parts on the hot side of the isolator that is bad, and it damages the opto.

You're correct on your theory of defective backlights, it's a common failure on this model set, replace them and the set should work again..The service code you're getting is backlight issues

Did you replace the backlight strips with new ones or ones taken from a used broken screen TV?

Why do you need up update firmware?

Where did you learn the fault you have is a bad fuse and did you test the fuse for continuity? This sounds more like a backlight issue if the lamps are flashing on and off.
