ok what do we know now.
we know it fails on 2 PCs, all usb ports fail
and we know the drive motor is dead,
there are 3 parts here not one.
1: bad USB cable.?
2: bad chip in the enclosure, USB to SATA ESD zapped dead.?
3: bad HDD ,inside same. casing.?

we know now you have data there, not to be lost.
ok those are facts. best I can tell.

if the data is important and not backed up else where (endless choices that)
then that is your decision what to do next.

any hdd like that 2.5" sata
can be removed from case
and put in any computer made from year 2001 to now.
all have sata ports, (some early Laptops not)
so we install that (means open PC up and put it in the SATA cables or port jack)
the PSU turns on and the data cable must be connected for the start command to be received.

for you, I have 3 newer 2.5" hHD
here on a bench (have vast spares and tools)
I connect power to 3 drives, they are silent
this is because the data cable , gets command from he host (SATA) the drive startup command.
this is SATA spec, this, after all on huge systems say RAID all starting at once is FAIL, power overload so drives are staged up, this is normal
so we connect the data cable and the drive spins up, all tested did that.
also for you I have spare enclosures but in my cans the good kind with a power pack 2amps.
the drive how has +5vdc power for sure.!!!
I connect it up and the drive is silent
then with me plugging the USB cable to a running PC the PC sees it and sends the drive start signal.
this is how it works.
if you really need the data, no better way exists on earth than:
DIRECT SATA HDD connections and means to the INSIDE OF THE PC.

Hello Kevin, try to connect a monitor to the monitor output, and see if it shows that it is working, if so, you would have broken the interconnection Flex with the screen
Also try, disconnect it from the power grid and take out the battery and let 30 minutes pass and replace the battery, and connect the power supply and test if it works

Hola Kevin, prueba conectarle un monitor en la salida de monitor, y ve si muestra que esta funcionando, si es as?, tendr?as roto el Flex de interconexion con la pantalla
Tambi?n prueba, desconectarla de la red de energ?a y s?cale la bater?a y deja pasar 30 minutos y vuelve a colocar la bater?a, y conectale la fuente de alimentaci?n y prueba si funciona
Si con todas estas pruebas, no consigues resultados, busca un servicio t?cnico especializado

Old power supply? Sounds to me like the power supply is sending a faulty signal to the motherboard, thus causing the computer to try to correct the problem with a re-boot. My Alienware is bad for that when the power supple gets weak. Buying a new power supply always corrects it.

Internet Explorer? Chrome?
Try using a different one and see if you can access youtube from there, if not, check if you are the only one with the problem, there is a page to see if a site is down.
