The camera will not turn off and the lens is not fully retracted
Hi,
from your question I understand there may be problems in the lens unit, in some cases totally open the lens unit fully re assemble it again,clean the sensors at side of the barrels, can override this snags.
the below picture is not the same, but similarly you take the cam sect out and reassemble it.
When I turn camera on, lens goes fully out and back in again, about 4 times, then Turn the power off and on again.
Guess work.
When fine sand (or similar particles) get stuck in-between the tubes (lens barrel) the lens will behave that way.
Your case may be caused by something else but its worth trying to fix it yourself first.
Prepare a blower or fine brush, ready in one hand and switch on the camera (either fixed to a stand or stand it on a solid surface) Give it a good blow and brush gently (all around the tubes) while the lens is moving. It will stop and work normal when the foreign body is removed. If this does not work, keep asking because other people might provide a better answer.

Dsc h300 shows message to reinsert memory card. I do and then still same message appears
You stated the problem, but left an open ending. There is not enough details to provide you some good answers but try these ---
1 Make sure the SD card is readable - check the tiny slide switch on the side is not aligned to the lock position. If it does, slide it back.
2. While inserting the SD card, be sure to face it the right way.
3. If you have access to a computer, check to make sure the card is working.
