Odd, but try this: Some tablets do not fully shut down, even though the screen goes blank. Hold down the power button for 30 seconds, wait 15 seconds, and then try again to power up (hold power button for 3-5 seconds). "rom"? What exactly are you trying to do? Are you referring to ROM as part of the tablet's memory? If yes, you probably will not be able to do it. ROM is a memory chip built onto the circuit board itself inside the tablet. You would need to completely dismantle the tablet to do it. Most tablets are not built to be taken apart for repairs.
