You can't connect computer diretly to your Toshiba TV. You must have a VGA to AV converter in between TV and Computer. This device is available in most of the electronic spare part shops. OK.
If you are in the USA, all free broadcast channels are digital, so you won't get anything without a digital converter box. In Canada, some channels are still available without the box till August 2011. The tuner may be defective. Use a VCR or cable converter with audio/video outputs and connect them to the appropriate inputs on the TV, use the VCR or converter to change the channels.
There is no pot. Your problem is a 10mf capacitor at 100v. If you look at the capacitor you will probably notice it is bulging at the top. The capacitor is located about center way of the board (I don't remember exact #). This will fix your problem.
If you can open the unit try blowing compressed air on the lens, if it does the same thing use a cotton swab with a small amount of alcohol and gently clean the lens with it. that should solve your problem if not you have a faulty laser optima.
Usually the solder joints on the vertical output IC crack and the little pico-fuse opens. Resoldering the IC and replacing the pico fuse should bring the picture back. If you have never heard of these parts before and have no idea how to find them, then allow a qualified tech to handle it for you.
What you state cannot be logical. If picture is freezing, then the VCR is at fault. But you state that the VCR works fine when played, and viewed on another TV. So, the only explanation I can think of is that there is some thing faulty with your VCR. Probably, when you play a tape, the picture freezes. This could be 'cos the Capstan motor of the VCR freezes. Common problem with aged VCRs. Just requires a spot of grease, and service. IT CANNOT BE THE TV AT FAULT!!!!

There may be loose contact or track open in main board.So try to check the main board thoroughly where you may find the loose of connection or track open.

They are purely a numerical identifier of when it was made, year, day, number on the shift, whether it Joe or Billy who did final inspection.
With a MODEL number I can find them easily with just 'make model manual'.
