My Tablet is on charge and the screen icon shows it is charging but the Charge % Icon is staying the same

Try a different battery charger.
Maybe you are using a battery charger of a phone.
They have the same plug but different Amperage.
Usually tablets have more powerful battery charger than phones (2.1A instead of 0.5/1A).

The battery charger that you are currently using seems to have enough power just to keep your tablet alive, but not enough to charge it.

You can check on the data written on the battery charger's body the maximum amperage.

How can Iget my fire registered

To buy content and deliver it to your device, you'll need to connect to a wireless network and register your Fire tablet to an Amazon account. Registering also allows you to transfer purchases between devices and Kindle reading apps. To learn more about connecting to a wireless network, go to Connect Wirelessly.
  1. From Home, swipe down from the top of the screen and then tap Settings.
  2. Tap My Account.
  3. Tap Register.
    • If you already have an Amazon account: Enter your Amazon account information, and then tap Register.
    • If you do not have an Amazon account: Tap Create Account, and then follow the instructions to set up a new account.

I cannot get it unlocked.

The best way is contact Amazon. Amazon.com, Under the search bar you'll see a list with help at the end. Click on help, click for devices(top right on list.) Click on you device that you have questions about. The next page on left side shows Contact Us. Click that and fill out info on problem. Then you can choose to get answer by email or phone. I usually opt for phone contact. They will call you ASAP which is usually fairly quick. You avoid all the bouncing from agent to agent until you reach the right level tech for your problem. Also no hold time. Then they will talk you through any fixes. If they don't work you may have to return it to Amazon for repairs.
