I usually see 14.5 volts as a norm, but based on this site, you can see up to 15 volts for charging. If you are at 14.8, are you basing your overcharge on that or is there something else going on like boiling the water in the battery?

There is no oil filter.

Water has much more resistance than air, therefore slower prop speed. Are you sure there is a problem? Or possibly if their is a problem, weak battery, or corrosion. Clean battery terminals first, then try in water.

Sounds like there is a blockage in the fuel line that lets gas through for a short period of time, then becomes very low and the engine stalls. Look for dirt in the lines and clean out.

Common changes involve a new connector that fits the unit and splicing in the old cable. If the old cable is 10+ years old, I would replace it.

Sounds like the prop is cavitating when air gets by the prop. Perhaps this is happening when the water is more rough and the boat is bouncing more.
