Can you contact the seller and complain? There may have been a spacer washer missing. You can always take that sand down the paddle edge that rubs.

OK, spark plugs wet. We both know that means flooding. Try a start with ether. Then if it fires, it's either fuel pump or carbs.

Kind of sounds like a short in that engine's electrical system. Not sure why it happens after 20 minutes, but perhaps that's when it gets warmed up and the choke comes off. Check the wires for spots where they could rub on a surface and cause a short.

Winterizing is fairly easy. You can put the lower unit in a mix of water and antifreeze and run it to get all the water out and replaced with antifreeze. Check the transducer angle to be sure it is pointing directly down and not tilted. If that doesn't help, contact the manufacturer for support and possible parts.
