You need to replace the timer-contactor. This part is acting both as timer and electrical contactor. It consist from electrical contact moved with springs on and off. Due to electrical load and extreme heat these contact have been tear out thus they can not contact properly and in your case they don't contact at all.
So from the web page of dualit or ebay you can order A new timer contactor and replace it.

I haven't been in Adelaide since 1988. Until you find a place to service it, try this. Unplug the toaster, turn it upside down over the sink or a sheet of newspaper, shake it a little bit to get rid of crumbs. Do this about 3 times or until no more particles come out. We have the same problem and it has been on all day, and credit to the toaster it has not yet burnt out an element, I am looking to replace the timer as I found that the pivot inside is on a plastic bearing and that has worn, I did find a timer on a web site but cant find it now.

Inside your toaster there are six heating element plates four in the center and one in left end and one in right end.
Just switch on the toaster without any bread at maximum time and visualy inspect to see which side is becoming red and which not. Then you need to replace the element plates you see that they don't become red.
Remember that the two in center are the same called "CENTER" and the other two on ends are the same called "END"
They can easily be removed if you remove the bottom panel.

The dualit all electrical parts like elements and timer switch are all manufacture in china and they are not as they used to be. I have a customer with a toaster of 25 years old and we have replace only one heating element up to now. For recent models we replace electrical parts in about 2 to 3 years, some times every year as you describe.

All the element's are available on e-bay u.k. for about 6.00 gbp. Alternativley you may be able to repair it. Put the toaster on it's side with the bottom facing towards you and the knobs on the top. Remove the crumb tray and then remove the bottom (usually the screws are located in the feet). There may be one more visible screw remove that too, then you will see a rail at the bottom that secures the element's in place. Loosen off the nuts at each end and slide the rail down, undo the two bolt's feeding the power to the element's and slide the element out.Go over it with a continuity meter and see where it's broken then move the element wire about to bridge the circuit.Test it again and reassemble. I repaired mine this way.Or, simply replace the element using the instructions above.Easy!

The latching is normally dependent on the element working. If you have a multimeter, test continuity of the elements. replacing them is normally not easy as domestic toaster use crimped wires direct to the elements cassette. I have a brand new one in my garage for a Black and Decker toaster with 18 crimp wire tails. I used Dualit and Rowlett commercial toasters at my hotel in Cornwall, England, and they were easy to repair, but Domestic toasters are really a non repairable / replacement option.
