Not 100% certain, but is usually a sign of infection. You can right click on it in the task manager and select 'go to process' to see what is creating it. Google the process to find out what it is. It also doesn't hurt to run a complete virus scan (of course you have an up to date virus scanner, right?) you should also run MalwareBytes (Great free program with no malware)

- Be sure you have power at the outlet - Try different power cord - Some power supplies have a switch on the back. be sure it's on - If still no joy, unplug all the power cables from the mother board and peripherals and see if the supply powers up. If it does, there may be something internal shorting or overloading the supply. Plug the cables back in one at a time and see when the supply stops working.
