i think there is an option called music mode ....
so may be it is running in music mode check it....
if not then may be the tube is gone or may be some capacitor is burnt out or may be some wire connecting to display circuit board is in mis contact .. ....
just take your tv to technician ....
the technician will recharge the tube or he will give other solution for it ....
if you are good at opening then just open it and have a check whether any capacitor is burnt out...
if you are not good at opening or if you are afraid or if you dont have any idea then just take the tv to technician ...
any way it doesnt cost too much ...

If you have the remote control go to the main menu and select features lock on/off option and switched off the option. Even you did not solve the problem this can be solved by the master reset method by changing EEprom ic.

I doubt if it has fuses as most sets have what are called fusable resistors and these as fuse hardly ever go bad for no reason. these devices are there to protect the rest of the set incase of a short and to stop it from blowing up or burning.
