Powers on and off right away
Other than a tech looking it over, look inside at the main and power board for green led lights on the board, they are used to indicate the voltages are there or not, a clue to what may be happening. The other known issue is the power relay/s this set may have up to 3 and they are known to stick open or closed If the power light does not go out when the set is turned off one relay is stuck--simple test in any case is a gentle tape with the handle of a screwdriver on the relay/s.

Hi. This is an all too often occurrence. The TV's manufactured in the earlt to mid 1990s relied on an inferior set of capacitors in the power supply and mainboard components. They should have lasted about 25 to 30 years, but most are only lasting 5 or 6. The cheap capacitors pop, like a small balloon, or an overheated radiator, the capacitors contain an electrolyte gel, and this gel swells when induced with a charge. The cheap capacitors can split down the sides, boil over, or even pop the top off of them. If you look at the circuitry, you will see them standing up like small buttons, most with 3 wires coming out of the bouuton of them. Look to see if they have exploded like a battery, if, not, then your entire power supply is likely at fault.
On off light flashes get no picture
it needs a new bulb for the screen. The bulb is using too much current, and is tripping the internal circuit breaker. This is common, and nothing to worry about. Bulbs for the television range anywhere from 30 dollars on up to hundreds. I'd contact a local TV repair shop for assistance. (Yes they still exist!) Some may even have used bulbs that are still in good working order for cheaper. It's a roll of the dice to see if they have one that is compatible though. If the TV was still working fine before this, it's usually worth fixing.
Color settings
Aside from customer menu examine to see if good black and white picture first---what issue do you have ie: too much red etc?
