The charging battery sounds like it needs to be changed and the watch tested, I suggest a watch repair facility.

I can't change my minutes

I had a similar problem with a different model. What is probably happening is that the modes are switching too fast. The minutes adjust mode is just before the hour mode and immediately after the seconds mode. When the seconds are flashing be very careful to press the mode cycle button only once and do not hold it at all as it is very sensitive.
A low tech option is to wait til the top of the hour and set the clock at that point and not have to worry about the minutes at all.

Just a half joking suggestion, that last.

I have a g-511 and

Which do you have a g-511 or a g-shock gw500A-1V which iswhat you are posted under?
The GW500A-1V is an auto set model that will set itself back to EST at 2:00AM
However, if you want to do it manually its pretty much the same procedure forboth watches
First press the mode button (the Lower left one) until the hour and AM/PMindicator are flashing
Then press the set/reset button (lower right) to cycle through til its one hourearlier than when you started
When the time is where you want it, press the mode button again.

Does not hold charge no matter how long it is in

make sure the solar panels are clean, if not you may have to take it in to a professional watch fixer, and the panels may have to be replaced, or a connection may have to be remade with the watch and the battery.

I have not used my

The casio GW-500a watch is a wonderful watch which is strong and durable. Although as you said it is supposed to to be set automatically to atomic time but maybe based on your present location or your not using it for a while has made the timing of.
The watch can be set either by synchronizing to the atomic time or can be set manually. Explaining the process is a bit cumbersome so i am putting a link to the manual for the watch you can simply download and keep and if need be print a copy.

Manual time setting instructions can be found on the 4th page. While the first 3 pages explains how to adjust automatically and maintain.

mcdevito75 here, Generally you need to press the MODE button, seee the display blinking now press set for each function, Hour, Minute after each function is set press mode to move onto next. when all set press mode again for steady display.
