Sounds like the power supply has an issue. Sometimes unplugging it and holding the power button for 30 secs. or so MIGHT resolve it. If not, possible blown caps on power board.
Set-up (Programming) procedure is too much to type in here, and is not practical and it will differ brand-to-brand remote controls. If you wish to get more; check the sites linked here. It has set-up code list & set-up procedure to many popular brand remote controls. One among it has general set-up codes to check with TVs and other devices are given, in the order of the 'device's brand name list' in alphabetical order. Pull up older posts. Search the sites by type in the brand name to your device in its search box at the top right part of the display window. It will help you to find the document easily.

The JVC HR-A34U only has an RF (antenna) input. You would need a converter for composite video, S-Video or component video to RF. I don't recall seeing a component video to RF converter. Amazon has several composite video to RF options. One is https://www.amazon.com/RCA-Compact-RF-Modulator-CRF907A/dp/B0014KKV7W . For this, you connect the Yellow (video), Red (audio) and White (audio) RCA outputs on the cable box to the converter. Then connect the RF cable between the converter and the VCR.

(These modulators were very common back when VCRs and video game systems first came out. Most TVs only had the RF inputs at the time and the video signals from the new devices had composite video only.)
