The batteries may be enough to make the whistle blow but not enough for the wheels. The other possibility is that the carbon brush on the motor need cleaning and resetting. If you happened to see Roger's idea about using cooking oil on it, please don't. I will be deleting his post shortly. Hi, If you've done a full swap on a majority of parts associated with your device, I would attempt a factory reset if possible and then use a Home Depot technician or Geeksquad technician to help you if the factory reset fails to help with the volume issue. Thank you.

When you press the reset button on the controller box, then you need to press the small recessed button on the back of the remote control. You'll need a pen to get in there, or better yet a paper clip. That will reset the remote.

There are several toy ATMs on the market, none of them identifiable by manufacturer online. :( BUT, you MAY have an option, as some toy ATMs allow for you to access them if you lose the card by using ANY credit card, and then your toy's PIN. Of course the store has to sell it there before you can exchange it. worst comes to worst, I always have good luck calling the company and complaining.
