If the chain turns around but does not drive the rear wheel then the problem is with the rear cluster, called a freewheel. Either the internal parts are gummed up so that they no longer move freely in order to drive the wheel or they are broken, the first being more likely. The first thing to try is to remove the freewheel (requires a special tool) and ether submerse it in mineral spirits or run the solvent through the freewheel. Best done at a shop.

Mine had the same noise from the time I bought it, and since none of the answers I have found anywhere have been helpful, I tore into it yesterday and I narrowed it down to the plastic tension wheel on the belt. I was able to completely eliminate it by taking it off, knocking the bearings out, removing the small spacer between the bearings, and reassembling it. Noise is gone and it works great now.

Timing. Check the timing. If you can't dial it in with a timing light, then, the timing chain/belt has slipped. But, before you go thru the hassle of replacing that, check the spark plug wiring to make sure they fire in the right order. (This does assume more than one cylinder.)

The charger does not work. The red you are reading is from the dead battery or almost dead battery. Get another charger.

That's not a model number, and bike manuals are pretty generic and not all that helpful - mostly safety info. Go to a bike shop with your bike and ask if they have a manual for a bike with similar equipment.

There is a bolt, might be a hex , in the center of the handlebar stem. Loosen it and you should be able to raise the bar an inch or 2.

If you want help it's good to have enough respect tor those helping to be more careful in how you post your request. What is a "shop rider", do you mean "levers" and what is a "freewheel lever"?

one of them would be the serial number. the other is likely the model number.

Walmart appears to sell them, try contacting Walmart.

That would be a problem with the sensor that counts wheel revolutions - either the sensor or the transmission.
