The burners have a secret hidden adjusting screw. They are set for a low flame that won't blow out by an open window and then medium and high flame works how it should.

The burner not lighting all the way is either dirty or blocked jets, a dirty gas orifice or the main gas valve not opening all the way due to the thermocouple failing. It needs servicing or you decide to buy a new one.
