I have a Proscan that

Yes my friend you have to send it to a qualified repair shop because you have a leaky electrolytic capacitor on the low voltage power supply sometimes on the regulator section.Leaky electrolytic capacitor will affect the performance or the power supply that's why sometimes it will power on and sometimes not. It will getting worst and worst if will not isolated.
It is better to send to repair to isolate the faulty capacitor or do resoldering on some dry joints around the regulator section because sometimes dry joints will do the same thing like what you have experienced.
Thanks for using fixya....

There is no brightness control inside the set. You control the brightness and other picture adjustments with the remote control. If the brightness level is already at its normal setting, the problem is in the TV's video stage and is caused by some component failure. It's not possible to suggest any specific parts to check, and you should see about having the set serviced by a professional who would have the service information and tools to diagnose and repair the trouble.

Good day.

Faint beep signifies a problem in your power supply section. Have it check by a repairman since this is an internal issue.

We know that high voltage and raster are okay. Suspected defective circuits are somewhere in the video drive chain or power supply system, so
the problem is definitely not a quick fix. Although the problem could be bad connections and weak filters which should be checked first.

After checking for quick fixes, you need to check video drive circuits which entails checking the video output wave form from the luminance processor. If video is not present check composite video coming into luminance processor. If input ok check voltages going to processor to determine if problem is power supply or processor. If input is not ok to luminance processor trace back to I/O port where the video switching processor is located. Check for input to input I/O processor. If good check I/O processor output, and if bad check voltages going to processor and switching data port to determine if processor, power supply, or systems control circuits are defective. If input to I/O processor is bad then trace signal back to where it is good and repair applicable circuit[s].

The picture is larger than the screen.

DARN ! i was hopeing for something simple . on to the hard stuff : inside the set there are adjustments (5 total) that can be made but you need the proper equipment to make sure its not a defective part first and then set up the set properly we have a machene that i can hook up to a tv like yours to the high voltage section and do the tests and the setup . but it cost me 2000.00 and it paid for its self . i would never set up a set without it if you realy like the tv and its just a set up , you should pay no more than 100.00 ... if you have bad parts 200.00 topps .

If i turn off my tv it wont turn back on

This problem is either the TV's software or how the mainboard is distributing power so instead of just unplugging the TV, try a power drain:
1. Unplug the product's power cable so the device is not grounded to the house. 2. Press and HOLD the product's own power button for 1 minute to drain the capacitors. 3. Plug the product back into a wall outlet and try to turn it on.
Note: This procedure works with battery operated devices as well so remove the batteries and hold down it's power/on-off button.  Electricity can remain in capacitors and on circuit boards enough to prevent normal functionality. By clearing the residue electricity, your product will have a fresh start and many times this will resolve a buggy or non-responsive device that appears to be dead.
Since hardware either works or it doesn't, your issue is either software or power related since you can get it to work so hopefully the power drain will indicate further.

Sounds like it wants to turn on but shuts off

Sorry but the clicks is the protect circuit saying you got a big problem. Usually, there is a short condition inside. If you have a multimeter you can start around the HV circuit checking for shorted caps or diodes or Transistors, otherwise it's a shop repair...Safety first....residual voltage remains even with power off, so be careful..

My tv is blinking a blue light when I try to turn it on along with a popping sound.

It sounds like there may be an issue with the power supply or internal components of your Proscan PLDED5030A-RK TV. The blinking blue light and popping sound could indicate a malfunction that is preventing the TV from turning on properly.

Here are a few steps you can try to troubleshoot the issue:

1. Unplug the TV from the power outlet and leave it unplugged for at least 10-15 minutes. This can help reset the internal components of the TV.

2. Check the power cord and connections to ensure they are secure and not damaged. If there are any visible signs of damage, such as frayed wires, replace the power cord.

3. Try plugging the TV into a different power outlet to see if the issue persists. This can help determine if the problem is with the power source.

4. If the issue continues, it may be necessary to contact a professional technician or the manufacturer for further assistance. They can diagnose the problem and recommend the appropriate repairs.

It's important to exercise caution when dealing with electronic devices, especially when there are signs of malfunction such as unusual sounds or lights. If you are unsure or uncomfortable with troubleshooting the issue yourself, it's best to seek help from a qualified professional.
