You should have read 12+ volts. If you did, and the power light was not on, the power supply was not producing regulated voltage. This is generally due to blown power supply transistors.
Ordinarily, if someone wants to repair their amp themselves, I'll try to walk them through it but this amp requires more than basic skills and tools to replace the power transistors. This is best left to an experienced tech. Try to find a reputable repair shop in your area to have it repaired.
If you can return it, you should do so. Do not remove the back cover if the tamper-evident seals are intact. If you do, the seller will almost certainly refuse to refund your money.
