The up and down button on the Magnavox remote is located on the top of the remote, just below the power button. To use the up and down button, simply press the button in the direction you want the volume to go. For example, to turn the volume up, press the up button. Unfortunately, you may not be able to do this. Most remote controls only have the codes for devices released about 6 months before the remote was programmed. The KV-27FV300 manual has a copyright date of 2002. Thus its remote codes are for devices made in 2001 or earlier. The DV220MW9 was built around 2009; so a universal replacement remote is probably more likely to work. To program the remote for the KV-27FV300, press Code Set (bottom left of the remote, below the volume +/- keys). Press the VCR/DVD function button. Press the number keys for the 3 digit code for the device manufacturer. Press Enter to save the code. Then test the code to see if it allows the remote to correctly control the VCR/DVD. The DV220MW9 has built by Funai with the Magnavox name plate. There are only Funai and Magnavox VCR codes in the TV manual. Funai: 338, Magnavox 308, 309, 310 . The reason you can't find how to do it in the service manual is it's not something that's adjustable. Most likely it's a focus issue but that also isn't an adjustment as it's built into the logic program, it's time for a new player

Hi Ken, you eeprom has corrupt data, the IC can be replaced but it requires advanced soldering skills and the equipment to do it, best thing is replace the main board,

A service manual for this is going to be impossible to find to figure out what's going on, unfortunately it's most likely not fixable, one thing I can tell you however is powering it up with a cable unhooked won't hurt anything
