Can you open the case and remove the HDD? I looked at the specs on the device and I didn't see what interface the drive is, I would assume it's a SATA, I don't know for sure. Can you ID it? New drives have to be readied for use. Try Start > Run (aka Search in Win 7) type dskmgmt.msc. Look for your drive there. It should be without a drive letter. Right clicking will give you the options of initializing, creating disc partitions, assigning logical drives, formatting. If this seems a little daunting. A wizard should load. Sounds like a conflict. Disconnect any other USB attached devices while running HD. Worked for me with same problem.

open device manager up and remove the device with a yellow exclamation mark on it and then unplug the hard drive and restart the pc

there are a few ways to make your drive work on a PC.
First, if you do not need the data on the drive, you can go to Disk management in Windows and format it. To access Disk Management, right click on My Computer on the desktop, then select Manage and Disk Management will be in the list there.
If you need the Data, you will need to purchase a software like MacDrive which allows a Mac formatted drive to be accessible on a PC.
