First of all clean the jacks very thoroughly. If they are really dirty, tap gently with a hammer to release sand and dirt, hose thoroughly, repeat. Lubricate every part of the jack with lots of wd40. Check that the part of the jack that extends down has been fully released and pushed up into the upper portion of the jack. Then grasp the jack with both hands and tug it down. While the jack is pulled down, swing it up under the trailer until it clicks into place.

I'm pulling the lowering lever, why won't the forks on my pallet jack go down all the way?

First of all, the forks are not supposed to go all the way down to the floor, that would defeat the purpose because they would drag and you wouldn't be able to pick up a pallet.
