Make sure your HDMI connection is secure, and in the right place. The PS4 has the same feature as the PS3, that it won't power on completely if it doesn't detect a video source.
First, from your computer click the Download Link
to download the latest PS4 Update. Make sure you don't rename the downloaded file.
After download, plug your USB onto you Computer. Open the USB and make a folder inside named PS4 (you need to use Uppercase letters). Inside that folder create another folder named UPDATE. Then, just take the PS4UPDATE.PUP file you downloaded from the provided link and put it inside the UPDATE folder.
After that you just connect your USB with your PS4, and then from the Main Screen of your PS4 go to Settings -> System Software Update and just follow the instructions on-screen.
PS: Make sure you DO NOT turn off the console or remove the USB from the PS4 while the update is taking place, otherwise the system may be come temporarily or permanently damaged.

The PS4 will allow you to use an external drive to store data other than games. If you put a game on an external drive, it wont work. The drive in the unit is 500Gb
NBA 2K17 is not free, however there is a free mini-game called NBA2K17: The Prelude. This mini-game allows you to create your player to compete in the MyCareer mode. Using the mobile app, you can scan your face and import it in the game. You decide which college to play for, and can even decide your own nickname. You don't play an entire college career, but a few key games that will help determine your draft status. You don't even play full games, only two 6 minute halves. Depending on how well you do, you will either play the whole game, or get subbed out. After each game, your draft status will either rise or fall, depending on how well you played. After you finish, you are prompted to buy the game in order to see where you end up in the draft.
Is it a PS4? Have you tried to boot it into safe mode? You can boot the Ps4 into safe mode by holding the power button for 8 seconds.

You may have to delete some applications from your console to allow enough space for the game to install.
