Try this:
Insert a new battery and check if the remote works, you can do so with a camera on the mobile phone, just activate the camera, point the emitter on the remote towards the camera lens so you can see it on the mobile's display, now press buttons on the remote - if the remote works you should see a flashing light on the mobile's display - this is the infrared LED in the remote, which you can't normally see, but it's being converted into visible light by the camera.
If the remote flashes even when you don't press any buttons then there is a stuck button and you'll need to clean the remote housing and the rubber keypad with some ethyl alcohol, also clean well the holes where the buttons protrude, there may be dirt keeping a key pressed stuck.
If there are no flashes when you press the buttons, then check the battery connector on both ends, see if there are any broken wires and resolder or replace the connector if necessary.
Also check inside the remote - there will be some soldered components - check if ANY of these have a bad solder contact, pay extra attention to the LED pins, these often get loose with time, resolder any bad contacts (you can check if the LED is good with the diode test on a multimeter, it should behave in the same way as a standard diode or LED - conductive in one direction, blocking in reverse).
Other things you may want (or need) to do: clean the remote housing and the rubber keypad, also clean the contact tabs on the keypad and on the circuit board, but do it gently, you don't want to damage the conductive coating.
This is about all you can do by yourself, but if you think your remote is in some kind of a stuck program state, you can TRY to reset it (i'm not saying this is actually gonna work - it' does with some remotes, but i can't say for sure).
This is how you do it: remove the battery, disassemble the remote, take a piece of aluminum wrapping foil and place it over the main IC (chip) pins so that ALL the pins on the IC are in contact with the foil at the same time.
A few seconds of contact should be enough.
Keep in mind: any of this may or may not work. I don't actually know what the trouble is, i just suggested a few things you can check and repair by yourself.
Anyway, i hope you can fix it.
