I'm don't think having the user manual will solve your problem. I will explain why further down the page but, as you need a new manual anyway, you can download one (free) from here:

This problem is filed under Symphonic ST413C, but problems are often mis-filed. If you have a different model number, please let me know and I should be able to provide the correct manual.
The manual will open in a new browser window. You can then print the file and/or save it to your PC by clicking "
File" in the top-left corner of the window, then choose "
Print" or "
Save As...".
If you are unable to open the file, you will also need to download and install the latest version of
Adobe Reader:

The snow on the screen is usually due to a poor signal or interference. This is more common when two TVs are connected to the same receiver. The natural assumption is that if one TV is OK, and the other is not, then the TV must be the problem, but this is not the case. You may find that you need to connect a signal booster / interference suppressor (one small box will do both) somewhere in the system before both TVs will work.
I suggest you download the manual and see if you can resolve the problem from the TV, but I find this unlikely. The TV is simply displaying the signal from the Dish receiver. If they are connected with an RF/co-axial cable you could try re-scanning. If they are connected any other way and you are using an external input setting on the TV, re-scanning wont make any difference.
