If the volume control is analog (meaning it is an old rotary and not digital) - it may just require cleaning. Pick up a can of electronic switch cleaner.

"can I do it my self or should I go to a professional to get it repaired"? Get it repaired by a professional. Casio gives long warranty (5 years in Australia). Mine took weeks for Casio Service to repair. Many boards had to be changed.

Assuming this is the correct schematic, IC12 is shown as a TC750BF which is an open collector driver for the MIDI. If this part is bad, the MIDI output drive signal to an external device will not work. Without an external device connected, the output of this chip WILL NOT change as it is an open-collector driver and without the pull-up of the external device the output will remain at zero... so if the tech is testing this particular part AND the symptom is NOT that the MIDI signal to an external device is not working, then he is on the WRONG TRACK. Often radio repairmen do not understand logic chips and their variations.
