Use a good thermometer, if possible a probe type to check heat after oven is turned on , Now at different timing take the test while switching off oven or heating till the set levels of temperature can be marked and calibrated on the panel with the marking in place.
You can start by calibrating from 90 degrees and in steps of 30 degrees making sure it is marked with the set levels.
Thus it can be calibrated to work.

check your main panel for 240volts and again at plug in on unit,unless you have some power i.e. 120volts, you need 240volts to operate oven, also check neutral on supply line into oven/lights,thats open nothing will operate

That happens either because the timer control is faulty, or because there is a contact on the element wires or connectors, and the element is grounded.

Check your circuit breakers for a kitchen circuit that is off. Most range hoods are wired to a different circuit than the cooktop/range. Next check if any nearby GFCI (ground fault) or AFCI (arc fault) outlets aren't working. If the outlets have test/reset buttons, try to reset them. Warning: if these repeatedly trip, there may be a leak getting to your wiring (GFCI) or an insulation problem or loose wire that is causing a potential fire risk. Alternatively the outlets could be damaged and need to be replaced.

Most likely you need to remove burner caps and clean out holes. While it is off turn it on for a sec and see if you small gas. CAREFUL just a sec.
A good cleaning is best before you call your gas company. Our's PG&E do'es it for free check with yours before you call a repairman.
