You may be region locked. When you set your location, you're only able to choose between the languages your country supports. So, for example, you'd only find German in Germany.
You'll need to go to your Xbox's settings via the home screen and then change your location to one that would support English (United States or Canada, for example). Then, you should be able to select English as an option.
Use the Offline System Update Diagnostic Tool on your Xbox One to troubleshoot your error. You'll need to use a flash drive that's converted to NTFS.
How to use the Offline System Update Diagnostic Tool on Xbox One
If going through this process doesn't work, you'll need to reset your Xbox to its default factory settings. Do this by hitting the "Restore Factory Defaults" in Step 2 of the Offline Diagnostic Tool.
If that doesn't work, you'll need to send in your console to be repaired.
Make sure the game you want to play allows for "Local Co-Op". If it just says "Co-Op" it might mean online, which means you won't be able to play with a friend who's actually sharing your screen.
You'll need to add a second controller to the device. Do this by:
Turning the controller on by holding down the XBox button
Hitting the "Connect" button on the leftmost part of the skinny silver bar that runs across the front of your XBox One

check that all requires software is installed. Is the graphics card driver updated to latest version? Does your machine meet the minimum required spec.
Is directX installed. How about flash and quicktime and also shockwave. You are almost certainly missing a fundamental necessity if all games are not starting
Xbox one? If so go to settings and look at net work (or where ever your Nat type is displayed) and click the button with the word multiplayer on it (it checks the multiplayer speed) then when it's done and complete don't back out at that "complete" screen hold the following buttons LT, LB,RT,RB at one time and it will give you an accurate report of your Nat then back out and look at your Nat type if it didn't work the first time repeat.
