The same problem happened with me, i couldn't find a way to fix it. But the nearest one is to restore your iphone through itunes.. Thats did work witn me, but you might give it a try .

I am really glad that you love to use the apps. However to reactivate your account we don't have access over to it only the apps developer that can actually activate your account back,

This sounds like a message you recieved because they believe you violated their terms of use. If you did, there is not anything you can do other than reading the terms and conditions ahead of time. You need to basically change the password for your Outlook.com account by utilizing your iPhone device. And, for that there is a certain set of steps that you need to follow in the given order. So, you need to ensure to perform the following steps in right manner, as given below:
?·Launch a Web browser on your iPhone device (It can be any Web browser that you are willing to utilize on your iPhone device).
?·Visit Outlook.com by utilizing your Web browser that you have just launched.
?·Login to your Outlook.com email account (There are other ways to get to your Outlook.com account as well. But, the easiest and most familiar way is simply by logging into your Outlook.com email account online).
?·Select the gear icon that is on the upper right hand corner.
?·Select the More mail settings option from the drop-down list that appears.
?·Select the Account details (password, addresses, time zone) under the Managing your account page that appears.
?·Go to the Password and security info section on the Overview page that appears.
?·Select the Change password link (This link will take you to the basic steps for changing your password).
