What cpu can I upgrade to using my K7SOM+

I have a elite group mainboard the usb dont work

The USB ports don't need separate drivers.
They are supported by the operating system, although if you go into the computer setup, you may find that you have inadvertently disables USB support.
The drivers from the ECS site may be found here:

Planning to upgrade my RAM(motherboard K7SOM +

Look at the sticks of RAM -- "high" density means fewer chips on each side of the stick, i.e., newer technology and production methods have packed more bits into each chip, while "low" density usually means 8 chips/side, using older RAM chips.

Older motherboards do not expect to find "high" density RAM, and typically will only detect 1/4 or 1/2 of the RAM on the stick.

If you buy a new motherboard, it will support BOTH densities.

WHAT IS THE MAX RAM FOR K7SOM + V7.5C MOTHERBOARD?

Each memory slot can hold DDR PC2700 or DDR PC3200 with a maximum of 1GB per slot.

I try to connect external HDD hatachi 160 cannot

go to start and run. In the command box type

diskmgmt.msc

Click Ok

In the Managament Console you should see your disk. You may need to format
it, or assign it a drive letter.

No Power to Motherboard...

Here are some steps.

Attach the monitor in your CPU and plug it, see if the monitor powers up. If it did, then no problem in your power supply,

Detach the RAM or Memory of your CPU and put it back in, in the different slot. and power up your computer.

Check the cpu power switch if it is correctly attached to the motherboard.

Computer will not enter bios during boot

PRESS F2 or del if you have usb use a an adapter for a ps2 connector from the keyboard will probably help to set your bios settings maybe replace your backup battery when you have lost your settings.
