Sounds like you need the build to reinstall. Normally the software is preinstalled and a copy is saved in hidden/recovery partition. Also can HP CS for the build.

Try it with another program like skype or google hangout. You may not have the correct driver installed. If that is the case, google the model number of the unit and download its correct driver.

Even new parts can go bad. Contact the place where you bought the computer and see if they can replace just the DVD drive. If not, it may be easier to replace it yourself rather than the company replacing the whole computer. DVD drives (in a desktop PC) are very inexpensive and easy to install.
