Power comes on, no view
Hello, it got the famouse Russian rattle, something has broken loose. For a Night Owl Optics NOCX3 monoculars that is about 5+ years. It is cost prohibitive to have it fix. Aution it on eBay.
You can try to fix it, just remember to draw diagrams of the printed circuit board, show were the wire are attached. Used wire markers to mark the wires because they are all the same color.

Whenever I press the power button, the led
when you said it turns completely off? i have a simular device and it only illuminates faintly, but i have a IR button that lites it up. otherwise unit is in a stand by, IR does the illuminateing of view. its like compareing a quartar-moon to a full-moon. but you could have a switch that is broke. the switch is on a timer to shut off to save battery
Wont turn on with new battery in it
Is the new battery actually new? or is it a good one pulled from something else? This can make a difference. I have also found bad batteries on the store shelf. It is also potentially old enough to have a layer of corrosion develop on battery contacts, Sometimes rolling the battery against each contact and then installing the battery is enough to cllean it to operational conditioin. Also make sure battery is installed in the correct orientation.They also have a fairly short imaging tube life too but you would see some signs of life in the unit.
