Hi,
Please power down your device for 10 minutes before attempting to use it again. If this re-occurs, please check the brightness option on your monitor to see if it was accidentally altered. Thank you.
Usually, all you have to do is call your cell phone number and then you will be prompted to set up your voicemail out-going message, etc
If you are unsure, the best thing to do is, on a secondary phone that is not your cell phone that you want to set up the voicemail, call your cellular service customer support number. This number might be on your cellular bill. They can help walk you through setting it up step by step since each type of phone and phone service is different.

Is this a prepaid phone, or is it on an account?
This is something you'll have to phone your carrier for, as their system appears to be not allowing you to be charged for a download, airgo - no download.
Phone your carrier and see what's up.
Is it stolen? Bought in a pub? Found in the road? How can you not know your PIN Code?
PUK Codes can only be supplied by the Telco that owns the phone. There is NO OTHER WAY. Locked with a 128 bit RSA Encryption Code.

If the phone is OK and the battery is exhausted, it will still work on an external power supply/charge port.
It is likely the charge port/USB socket on the phone is damaged and can be replaced.
