To the owner of the Eaton Viking stove RS3028W-1, yes you CAN get replacement hinges! I too, have this stove model (circa 1996) with exactly the same problem and I have spent the past 18 months looking for replacement oven hinges. I was very frustrated at the thought of having to throw out a stove that cooks and bakes wonderfully and has not needed any repairs till now and having to buy one of the new subpar ones that constantly need repairs. Plus you can't do canning on the new stoves and the few remaining coil models are extremely poorly made. I have found 2 places that carry the hinges. 1. Reliable Parts, 1-800-663-6060. its been a long time since iv'e seen this type of error, this means the incoming power has a problem. it could be one or more problems, incoming voltage too high/low, hot/neutral cross wired, neutral/ground cross wired, not a good clean solid ground. those are the most common problems. good luck.

Well you could try to install a quieter fan? But perhaps you could simply mount an on/off switch, in the fan lead, and switch,it OFF at night time. That will NOT Hurt anything the fan is used if the unit is under load etc, just sitting at night time with Minimal Load on it. Then that should be fine, as soon as you need to use it the next day, ensure you put it back on. You could even use a "Timer" circuit, or even a night/day sensor.
