You could download the anti virus from :-

http://www.avast.com/free-antivirus-download

Go for FREE option. It's the best, secure and great. If that wouldn't solve the issue, revert and i could tell you places to get anti virus without any fee. Those are great and secure, even recommended by Microsoft.

Do not go with any other anti virus.

Regarding connection, you could revert with any problem your are facing and i would be able to follow up from there.

FYI,
Minimum hardware requirements for Windows 98:
1. 486DX 66 megahertz (MHz) or faster processor (Pentium central processing unit recommended).
2. 16 megabytes (MB) of memory (24 MB recommended).
3. Hard disk space may range from between 120 MB and 295 MB, depending on your computer configuration and the options that you choose to install.
4. A full install of Windows 98 on a FAT16 drive requires 225 MB of free hard disk space, but may range from between 165 MB and 355 MB, depending on your computer configuration and that options that you choose to install.
5. A full install of Windows 98 on a FAT32 drive requires 175 MB of free hard disk space, but may range from between 140 MB and 255 MB, depending on your computer configuration and the options that you choose to install.
6. One 3.5-inch high-density floppy disk drive.
7. VGA or higher resolution (16-bit or 24-bit color SVGA recommended).

If your PC does not meet the above minimium requirements, you are bound to get errors popup installing or running software.

HOW I START TO INSTALL A CD IN COMPUTER

well, just insert your CD. then reboot(RESTART) your PC. it will ask that boot from CD press any key..
So you press any key then set up will be loading. and follow as per the instruction.. it is very easy.
IF "boot from CD" does not appear then while restarting press F10 or DELETE button ans select DC ROM as a first boot device. that's all.

Who has told you you need ISDN? Assuming we're talking about the same thing ISDN is a type of networking connection usually for internet use and is only a little faster than the old Dial up modem system.

Microsoft 98 don`t support plug and play - that means to run a memory stick on a 98 computer you need to install the drivers for that particular stick . Win xp and later version support plug and play - that mean without a driver installtion of stick the memory stick will work
You can use the same stick on xp or later version - it will work fine

the installation of windows xp is purely interactive and can be done by almost anybody who has some idea about computers, you would have to make a few choices and most of it is in form of choosing from options or clicking.
the installation for windows 98 is much more of a command driven process, that is its all about entering commands and it can only be done by someone with more knowledge about computers or preferably a professional

I installed a Netgear Wireless

The error only indicates that the file "ASUPPLICANT.DLL" is missing or corrupted or deleted or infected by virus, etc... It only shows the absence of the file. And you know it's a component of the windows, you need to run a deep registry cleaning and virus scanning to get rid of this error. Sometimes cleaning or scanning is not helpful in that case, you'll need to reinstall/repair the wndows. Download this small application to run the registry cleaning (click here). Open the link, click the purple "Download Now" button, wait for 20 seconds and again click the blue "Download File Now" link. Save the file and then install it. After it's installed, close all the running programs including the browser/s and open the program Ccleaner, click "Run Cleaner" and proceed with the system cleaning. After it's done, click "Registry" on the left pane (blue icon) and then click "Scan for issues", wait for few minutes until the scanning progress reaches 100% and again click "Fix all selected issues" > "No" > "Fix all selected issues" > "Ok" > "Close" and close the program, restart your computer and check whether the problem still persists or not. If the problem persists, run a full virus scan using an updated antivirus (you can use free avira antivirus, and can be downloaded from the www.avira.com which is very effective with this kind of issue).

You can also do something more, but you'll need another system with windows 98 installed. If you can find one, copy the "ASUPPLICATION.DLL" from the other computer which is located on the folder C:\Windows\System32 folder, save the file on a Flash drive or on a Cd and paste it into your computer's C:\Windows\System32 folder. Restart your computer and check again.

If the above mentioned tips and methods don't help, you'll need to reinstall the windows.

There seem to be another issue with your system when you say "System administrator". but that must be related to registry issues as well, so try the mentioned tips and let me know if the problem persists.
