My guess is you either have a brushwire against the housing or the leads are on the wrong terminal. the red/black goes on the same as the lower brushwire and the black goes on the same as the upper brushwire. The motor should have a 60A breaker, assuming you have 6ga wire. If wire is smaller than 6ga, the breaker should be downsized. To test the control board, check the voltage in and voltage out. Voltage out should vary as you turn the dial.

with power DISCONNECTED try turning the prop by hand to see if the motor is frozen up .

You need to check first that the output drive semiconductors aren't overheating and malfunctioning, this indeed sounds like a thermal issue? If not that then check the motor, it maybe overheating? Also I am fairly sure you have a? bad battery, too, this is evidenced by what you relate and to how the battery acts when used and recharged. I suspect, that these batteries, well one or both have developed a "Memory" and as such are failing, to deliver full power and recharge properly. I think new batteries will make things work properly again.
