David try this there should be a piece of flat metal that is horizontal by the carb. bowl that you can push back and forth, it should have a hole in it. The end of that wire should go into that hole and you need to crimp that wire so that it stays in the hole attached to that piece I described that moves horizontally. Based by the picture of your tiller this wire is going control your throttle so that your tines turn.

You might try using an upper cylinder lubricant to free it up. Use a very light oil such as marvel mystery oil and begin with placing a few drops on top of the piston - you will have to take the spark plug out in order to insert the oil. Let it sit overnight with the oil and then try turning it over with the rope. Hope this helps.
Can not get tiller to start
Water in the gas is likely the culprit. Gas floats on water so water enters the bowl first and soon it's all water. Drain some from the bowl and view it in a glass. Can be water seen on the bottom? If so drain all the gas and view it in a large jug. Pour back the gas but don't let the water back in.Also check your gas can gas for water. DO THIS OUTSIDE, NOT IN AN ENCLOSED AREA AND AWAY FROM ANYTHING THAT CAN CAUSE IGNITION OF FUMES OR BE SET AFIRE IF THEY IGNITE. .
If you lent your tiller to your "know it all"
While having your brother buy you a new tiller sounds good, it just might not be practical or posible. So drain the fuel from the tank, fuel lines and the carb., clean the spark plug and replace fuel filter if installed. Put the proper gas in and start it, should be good or clear up pretty quick. Hopefully it did not run with the wrong fuel for too long where the spark arrestor in the muffler would get clogged up.

need to check for spark---- magneto [magnet-pulse to coil] may have rust causing failed spark can clean lightly with sandpaper but more than likely u need to clean the carb-buy a rebuild kit about 10 bucks -take off carb tear apart and let soak in parts cleaner use a carb cleaner and spray all the nooks and crannys in carb rebuild replace and try firing up because more than likely the carb is completely gummed up from the old gas
The Tinds will not engage
you need grease on your power shaft that has the forward/reverse this is where the power goes to the wheels slids back and forth A round wheel one side forward the other side reverse
